If you remember the clueless guy on Reddit asking for help with voice packs a few weeks ago, that'd be me. Except for that part of the readme I missed, which was my fault of course, the template and guide worked flawlessly!
(There seemed to be quite a few people who wanted one; I've linked to it from my Welsh Royal Engineer (CoH2) voice pack. )
If there's anything that could have been made more helpful about the ModBuddy voice pack template, or its instructions, please do let me know. (Confusingly, I am its creator, under another name.) I've found giving good instructions about adjusting volume very hard - and you seem to have got it about right.
