There is such a bone, but for some reason it was made like that, just the facial bones are attached to the head. You can attach the lower lip bones to the lower jaw.

-_- I wish I could help since Asura is one of my favorite characters, although the last time I was with a project of the RIG of the tentacles of Deadspace, it was an intermediate result ... I achieved it but not as I wanted it. (luckily there were faster ways of doing it thanks to the tools of steam that to do it in blender -_- although if I would have liked to finish modifying it there) and yasha... It would be pretty good, but it would be a bit more difficult because he even had some details more like for example his mask or his clothes. or at least I think that.
