The first one is that every time that you upload an addon to the Workshop, said place has a file size limit which each of these models barely stay under to begin with (and that is merely because I tend to optimize the textures and the mesh without losing any detail to either of them).
The second one is that, even if it were to be possible to fit all of the models into one pack, I am not always able to upload them with every single mask, weapon, special item and outfit. Mainly because the people who take the time out of their day to extract the models from the game and release them don't extract every single thing too often. Not to mention, the total file size of a single model with all of those things could easily surpass 2 GB each (now multiply that by 25 characters, and you've got yourself, at least, 50 GBs worth of playermodels).
