ai spams factories late game. it should be scaled to core pop. also make it customizable with how great the limit is, like how many x millions of core pop. so you could set it to multiples of how many millions of core population there is.

Is this mod now out of date? I had it running during an MP match and by 1942 the Axis had 1.5K Divisions

One issue I think there is with this mod is that China had a very large number of Divisions in real life. I think 246+ but it doesn't seem like that will be possible with this mod because their Factory numbers are low.
