I think that it should only be free xp for ships. That is fun and saves oil. Maybe just add xp for ground troops. Still like the mod btw .

The allies shouldn't have had trouble with templates because they can one division train...I personally somewhat agree with you in theory, but that would mean that one division training is an exploit and should be banned though. If you ban it, no one will play allies. lol
Point I am making is this, it may seem like it's a big allied buff to not have division XP but that is not the case because the Allies should have enough XP from one division training. I also lowered the XP gained from training, so Germany and Soviet should still get more since they have SCW.
If anything, I was worried that free XP is an Axis buff since now Italy and Japan don't have to buy oil to train ships to spend XP on new Naval Templates.

It would be fine, if you maybe re-added XP . Free XP means that the main advantage the axis had in building their armies during and after wars and civil wars to be far better is gone, you allow nations like France to get far better armies than they should before any war. the point of XP was to make better divisions, Removing XP means that nations like new zealand, France and the Americans can make a'lot of division templates to suit their play styles.
Without any effort they make great templates which leads to shorter wars. s lack of xp is the man reason the allies lost a'lot during the early war Period(On most servers). I like the idea of it ,but in practice . It doesn't work and isnt balanced . I think you should reconsider re-adding xp. This mod is great and doesn't lag ( : .

If you allow autism like kicking/banning commonwealth and then annexing them in 1936, then yes. But that's not how those decisions are intended to be used; rather, they are "game-salvaging" last resorts when someone leaves abruptly. Otherwise, UK is vanilla strength by 1939.
