Is there any way to avoid this behaviour, or is this just an inevitable consequence of making rail into a regular type of road?
Does the mod require a new save?
or the mod would not trigger if the save file had the "Steam Power" already?
Also the mod only checked in tittle menu/tittle mod list, after loaded my save it was not been enabled/shown

@zon: no, "without" is correct :) for Persian, their ability is to have one road level higher than their era. Therefore, even if they don't have Steam Power when they reach Modern Era, their roads inside their territory is still Railroads. This is not true for all other civ, they will miss the chance to upgrade to Railroads.
"Tested for Persian: if you reach Modern Era with the technology: your roads will be upgraded into Railroads and your Traders can create Railroads INSIDE YOUR TERRITORY. Outside of it, Modern Roads."
