As of the newest update for the x86-64 Chromium beta branch of GMod, the map now just crashes immediately after loading, so before that's fixed (hopefully) switch off the beta branch if you want to play this map.

How do you stop the lag seeing as this map hardly runs on 15 fps before I even spawn anything. Any other map runs at a fine 60 fps.

because it is poorly optimized for the new versions of gmod, it hasn't been updated since 2013
