I made it for my personal use so I could have my dogs help get rid of all the dead bodies around my bases.

1) Dogs do it on their own, every chance they get. They eat the conscious, unconscious, and dead.
2) It drains the health of each body part (starting with limbs then working to torso) until they are all at -100, at which point the body disappears. This is actually useful for finishing off enemies.
3) Yes this mod affects wolves too.
4) Yes it does actually reduce hunger, not by a lot. It is enough to live off of though.
5) There is a restriction of one dog eating at a time per squad. This was probably a restriction to protect the player. If you want to 'feed them to the dogs' you need to divide each dog into individual squads so they all go eat people at once.
6) They 'play limbs' when they find a severed limb on the ground, this seems to take priority over eating people. Eating people consumes the limbs immediately, so they will only play around when one is lobbed off in actual combat.
Unfortunately not. No animal regains hunger when feeding on bodies. Theres no means I've seen of doing that through FCS.
There is a wrap-around for that. Having it "BodyGuard" negates the order almost entirely until it's removed. I had this happen before and found out that this fixed it.

when i move the dog thats eating the other takes over and vice versa
Firstly you can't order your dog to not run off eating a far-away corpse without constantly clicking him back, secondly he went for town prisoners causing the local guards to aggro on him.
I don't suppose this behaviour could be turned off when "jobs" are turned off?
