In short, there was a talentless "modder" who made shitty cheap retextures (no, even shittier than you imagine, like, literal indefensible garbage ) and used a large number of "bots" or dupe/stolen accounts to vote up all anime themed addons and vote down everything else. This abused the workshop ratings to move anime stuff to top pages and bury other mods way down below. However, his mods were also miraculously placed in top most popular, even if they weren't anime themed. The bot attacks also started roughly at the same time every day, presumably when he came home from school or - less likely - work. He lost interest shortly afterwards and the Workshop returned to normal, if slightly more hating towards the "weeb shit" than before.

You can easily edit it yourself. Open up the spin up sound with Audacity or a similar sound editor, select all and fill in with silence.
