This was the first custom character i ever tried. It worked fine on my dedicated server:

She needs two files:

\System\VesDTSkin.u
\Animations\WitcherVesDT_A.ukx

Open command line at kfserver\System\
ucc compress ..\Animations\WitcherVesDT_A.ukx (produces WitcherVesDT_A.ukx.uz2
I didn't compress the .u because it's 2 KB in size

copy both to your public file server (I use DropBox account)

Open System\ServerPerks.ini
add the following to the end
CustomCharacters=VesDTSkin.VesDTSkin

Open System\KillingFloor.ini
There'll be a block of ServerPackage directives, add her to the end like so:

ServerPackages=ROEffects
ServerPackages=ROEngine
ServerPackages=ROInterface
ServerPackages=KFMod
ServerPackages=KFChar
ServerPackages=VesDTSkin
