This one was far too easy--you can win the scenario simply by fully booking both gates and adding a dozen security and half-dozen gate/ticketing folks.

@gutafaerie Thankyou, this has been fixed! It was checking loan amount < target rather than loan amount <= target!

Enjoyed it but the loan payoff never checked off in the requirements so ended up failing even though i did pay it off. Not sure why that didn't work right.
