They’re boss characters, pretty much like if the King Gurgler had actual skills and armor. Their slow speed makes them easy to cheese with crossbows, and their arms are a weak point if you get lucky and break them.
Hopefully that helps anyone else who has white textures on their armour randomly.
While I can't help with the texture issue, I do have to ask: What do you mean with "FCS edits"? Did you edit the vanilla FCS file directly? If so, you should really just turn it into a personal mod instead. You keep those when verifying files (and can back them up as you please).
This is not a bug, or caused by Hives Expanded. Some types of squads just have different AI goals and don't attack all enemies on sight. You most likely saw a prince/praetorian squad.
Hives Expanded by default doesn't have any weapon blueprints (due to texturing issues). You'll need an addon to enable them.
UWE already uses this mod, from what I can tell.
There are addons that enable their shirt slot, but do keep in mind the authors might have made them able to wear human shirts too, which will look broken.
playing "uwe/kaizo lore friendly" modpack and got attacked by southern hive's last raid, or how its called, was able to beat it almost without losses (rip unlucky hive prince who tried to pass by), Tsep is a beast and realy hard to deal with, but my party was stronger
The biggest threats are the wildly tanky praetorians, of course. But all of them come with exposed weakpoints, as none of the NPC praetorians ever spawn with heavy arm protection. Even Tsep becomes a cakewalk if he gets one of his arms broken, leaving him to attack in slow-motion with downgraded martial arts stats.
I'm sure if you prepared a large enough defensive position with harpoons, you could inflict major damage on any hivers you target before the fight begins in earnest.
