In what part of the mod list am I supposed to put this in? Willl changing the order fix this?
And yeah, most 1.2 mods should already work on 1.3 without issue, the changes made were really focused on certain areas most mods don't touch.

I am planning a rewrite for whenever 1.3 comes out which will likely include that change.
Period: 1
Factor: 80
Offset: 0 (Assuming I start in a place with an average temperature of 10)
For your case, you're also increasing the range of variance to 30 instead of 20, so you'll want to modify the temperature offset factor as well. The values you'd want are as follows:
temperature offset: -25
temperature offset factor: 30
I currently have my cycles set up as such -
cycle 1-
period offset = 0
use offset = false
period = 1
temp factor = 10
temp offset = 0
x-coeff = -0.5
cycle 2-
period offset = 2
use offset = false
period = 4
temp factor = 20
temp offset = 0
x-coeff = -1
Is this correct for what I want to achieve?
The TL;DR is that it's like the vanilla Climate Cycle game condition which you can add in scenario settings, but my version lets you tweak the various settings so you can shift the cycle or add a linear component, which, yes, would let you simulate catastrophic climate change.
Theres a dev tool to add game condition, I'm pretty sure that can be used to add a custom climate cycle, though I haven't used it personally.
I'm wondering if there's a way to reduce the number of times custom climate cycle is listed on the right, I play with about 5 cycles looped over the top of each other and this can really clog up my notification panel thingy.
