You can also navigate to Documents>My Games>Sid Meier's Civilization 5>cache and delete Civ5ModsDatabase to get the game to reload the subscribed mods after waiting a few minutes

I already told you. This is not a problem with my mod. This is a steam problem. There are many others who have had your problem with other civ 5 mods. Look through their guides until you find something that works.

That is a steam problem. Try having the civ 5 workshop open through the steam app, and then using your internet browser (Like Google Chrome, Firefox, etc) login to steam. Then, unsubscribe and resubscribe to the mods that aren't downloading properly. (Through the internet browser.) Then try logging in, and see if it begins your download.
