I updated the mod description and also released Version 3 to go with it. Version 3 doesn't change anything how the mod works, but adds comments in the files for readability and adjustments.

You can adjust the parameters by editing this file:

Could use a quick info what xml file to edit if one wants to increase (or even decrease further, I mean it would be fun to switch capitals on a turn by turn basis if you feel like going crazy) the cost for the project. Would be nice if you could put that in the description.

Thanks, they really needed this. I get that they didn't want it to be op but if you can't build it fairly quickly then you can't use it for the intended purpose of flexibility
