My understanding is that HBS is no longer developing new content for the Shadowrun franchise, and that would be a major engine change, so I think it's highly unlikely.
And yes, Shadowrun Returns did away directional movement in favor of click and move.
This was the closest we could do to the original with a completely different game engine.

If you are interested in a genesis remake, I recommend checking out Shadowrun Unlimited. Its a spiritual successor to it.
If you still have trouble finding it, let me know.
Are you using the latest version (on DC) or are you on SRR (with expansion)? Its also possible you have an out of date version.
The prop pack is pretty large, so it might take some time to download. I've found that restarting SRR helps... Your error is most likely because it hasn't finished downloading.
Another thing is to make sure you subscribed to the appropriate version since the DC and SRR versions are not necessarily interchangeable...
