It's probably Steam scrambling your addons, it pretty much happens to everyone at some point.
Go to "steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop" in the game's files, and transfer this mod's .vpk to "steamapps\common\Left 4 Dead 2\left4dead2\addons", then unsubscribe from this mod.
That should stop Steam's addon scrambling from affecting this mod's priority.
Tried playing, quitting, and playing again, just to see if I missed it, but it seems to work fine on my end.
What does your addons' load order look like? Does the HECU skin show up above the SAS skin? Does the order change when you restart the game?
Is this supposed to be conflicting with the CS:GO NewSAS models for the survivors?
As long as i play L4D2 right after i downloaded this, it works
But when i close L4D2 and then i play it again, the mod shows up just the standard SAS model and not the H.E.C.U. model, and i don't know why this is happening.
Is there any possibility to fix this?

Not sure if I'll do a U.S.S. skin, what with all the Hunk mods around already, and I'm currently working on other CSGO models right now. If I do make one, I'll be sure to let you know
