I've found a few worlds where they more or less DID have permanent weather.
Ex: always windy... either very windy or hurricane. (speaking of which, there seemed to be a graphical glitch where wind would get into any structure of cave above ground level)
always sunny (literally, the only weather was clear)
always snowing (some degree or another ex: blizzard, snow, slush, hail, never a sunny day or just cloudy)
I very much like what you did, I just think there's room for improvement.
