is this mod still active? It looks well thought out and executed but I can't seem to get the boyz to appear in-game. I've even tried editing then saving as a custom empire and force-spawning, but nothing seems to work (other custom empires force-spawn just fine).

@Xylon Darkstar - this appears to be a bug in the game itself. Not even Paradox's own pre-scripted empires spawn. A short term fix is to edit and save the custom empires and then you can set them to always spawn.

Don't seem to generate in a normal game. Whether randomized, or force spawned on game generation.
