Sometimes workshop addons are not mounted properly. Uninstall, delete the gma file from your addons folder if necessary and subscribe again.

@Saryn Exactly, it's a disgrace that nobody is making any XCOM related NPCs, weapons and most importantly: maps. There are a few, but hardly any work is done on them and most are just models.. If only a highly skilled modder would lay their hands on the games, imagine.. O:
