Just played a bit with this civ. It's excellently designed. Far better bonus than Teddy has. Rather than just giving you a boost to normal processes, it allows you to move all of your units around at top speed from the moment you first begin purchasing Railroad Workers (M.Engineers.) Even outside your nation, you're getting gold bonuses for improving the tiles of your trading partners, which can then be turned against them should you decide to conquer them with what are now high-speed soldier rushes. It's an excellent bonus, and allows you to get an edge in almost any scenario. 10/10. Keeping this one.
