If this also happens to most people here, is it feasible to add a random number to the CD timer instead? So for example,
"Increases turn cooldown for friendship offers from 5 to 30."
would be
"Increases turn cooldown for friendship offers from 5 to a random number between 25-35."
What do you think?
I suppose I should add that information to the description. :P
one suggestion: is it possible to a) remove the second button when saying goodbye after signing a contract or b) replace it at the same height where the accept / decline buttons are? when playing with 12-15 ai its annoying when u have to move ur mouse up and down and up and down again and again. bad ui placement by firaxis

Adding mods mid-game is really really spotty.
In my personal experience, if the mod you've updated was already a part of your save before you updated, then the changes will show up in game (although even this seems to take a few turns to update for some mods sometimes).
If you try to activate a mod that was never a part of the save, then it will never affect that save.
That's just been my experience.
