However, my time is severely limited of late -- very intensive job -- so little desire to mod during down time.
The next time I update this series I'll fix the descriptions. I have the full text saved in them. It's pretty lame that Stellaris blows it away everytime, and doesn't supply a simple mechanic to just "use this file every time" -- but c'est la vie.
I don't know of a way to limit technologies or similar to only the player.
I can limit the better start one - because that's a script that chooses who to help. However, I've not tried to implement this - though I doubt it's very hard. Just some research to find out how to filter on only the player's worlds & techs & so on. You're welcome to do so - and repost that as an alternate mod. Just refer to the source someplace - and otherwise I'm cool with that. (for any mods I've made).
Also, do you know if there would be a way to allow/configure these mods to only affect player-controlled Empires, if the one installing desires such?

I've never not seen the edicts appear. I'm running this now (albeit in 2.4.1).
Do you see the icons - improved icons for shipyard if nothing else...?
Just ignore the warning. Sorry - I didn't keep a separate copy - but the code hasn't changed - only the number - since 2.4 and 2.3 are actually the same engine from PDX - only the launcher changed and some minor visuals (UI stuff)
