Do they? I have only seen 1 Precinct in a Slave-based empire for the 20 or so hours I have been playing this mod.

You should add this for the presinct, because the AI continue to spam Precinct...

I made a quick and dirty fix for myself along the same lines when I noticed the precinct issue, but this seems more comprehensive. I'll give it a try.

Oh. And actually I have added the fix to the Slave Facilities... If you are to try, please disable this mod to see if it is the case. Or you can try using this mod to see if it fixes your Slave Facilities on regular planets.

Got a potential line where it is problematic. It seems like it will automatically be destroyed when your planet doesn't have "Slave Colony" modifier. Can you try to build it in a Slave Colony? If it stays, then it confirms my suspicion.

As far as I can tell, once built, the slave processing facility deletes itself at the end of the month.

Need more contexts. When? How? What exact behaviours? Related to the current issue it addresses?

Could you add in a fix for the slave processing plant deleting itself?
