Russia in Civ V provides double Uranium from resource nodes; making it optimal if you're planning a nuclear based late-game.
I don't know if that mod would work, if it works, let me know here and I'll adjust the mod description appropriately.
And no - I'm afraid I cannot. I unfortunately do not have the free time for these things anymore.
It doesn't use a DLL like the one you suggested so should be more compatible.
It should outright destroy cities with a population less than 30. The nuke will also deal 150 damage, and has the chance to kill an additional 50 population.
For fallout, it should have a radius of two hex tiles.
Capital cities are handled a little differently in the game than other cities, and I believe they need to be captured by a unit and cannot otherwise be destroyed.

1) atomic bomb - its ok
2) nuclear missile - its ok
3) icbm - blast radius 3 tlies + can destroy any cities.
Im not entirely sure how you can change it back on your end, but Ill look in the code for my mod and see what's up.

It comes with a great tool called "Firetuner." It lets you modify many values in the game.
