its not a npc, its a npc model, if you want to apply the skin to a npc, get a model manipulator mod and copy the model of the ragdoll and then paste it on whatever npc you want it on, and have fun

@Uncle Sam, The NPC entity isn't included, only an additional model that uses Metropolice animation set. This is for purposes of roleplaying frameworks that using NPC models for players. However, I maybe will add the NPC entity soon if it is really needed.
