the flags arent showing up ive checked the props versions for the mod but it only has two of them so idk whats wrong with it?

Try extracting the addon's gma file using gmad.exe (located in /steam/steamapps/common/garrysmod/bin), create a file called "addon.txt" inside the resulting folder, and then place the folder in the addons folder (common/garrysmod/garrysmod/addons). Disable or unsub from the workshop version, load up the game, open the "legacy addons" section of the spawnmenu, and see if the models are there.

Ive recently run into an issue regarding this addon, for some reason, the flags do not show up in my q menu, the server im on has them and other people are able to place it, but when I click the addon, it says "Failed to find any models for this addon Fallout Flags (ID:1624322779), I have tried restalling the addon several times but I cant seem to get it to work

If you extract the files from the .gma and place the materials and models folders into /steam/steamapps/common/sourcefilmmaker/game/usermod they should show up in SFM.

will this addon get more flags soon? if yes then there is The Children Of the Cathedral flag, and there is the hubologist flag that looks like Followers Of Apocalypse flag but with dark and glowing green symbol instead (could be found in Fallout 2 San Francisco hubologist base). your choice to add them, nice add-on though.
