Did you uninstall, restart computer, start game and load a map, close the game again, install addon again, then start game again and load a map? If that makes sense?

There wasn't a shared texture pack to begin with. I'm not sure why the tires on the Ram are missing textures though; maybe try uninstalling and reinstalling it?
