The other mods for making plasteel just aren't very good or seem ridiculously cheaty.

HHS: I don't know if that's possible. Building resources (world buildings) are totally random, so when you start a new map, there will be plastic walls. Other factions use random weapons and armor depending of their tech level. Tribal factions use bows and tribal apparel... You can try to delete <tags> <li>IndustrialMilitaryBasic</li> </tags> (and others) from my apparel, and, in theory, won't appear in other factions pawns.
incompatibility with my mod. Also, I modified vanilla stuff via patch operations, that shouldn't give problems. I have tested the two mods, and I had no problems.
It would be pretty easy to modify it. Go to Rimworld/Mods/Core/Defs/ThingDefs_Items/Items_Resource_Stuff.xml, search Plasteel, and change <MaxHitPoints>2.8</MaxHitPoints> to 15, and you will get 5000hp. It will affect weapons and armor too.
