I'm still playing around with tweaking the weighting on the tech so it never appears in the tech option unless unlocked

This mod never worked very well. I often get the purple RareTech as an option even though I haven't unlocked the Harmony pick that's supposed to be a requirement.

I'm fairly sure it gave flat 5% happiness, looking at the code for the building from 2.1.3 "Niven". The Visitor Centre from Diplomacy gave some planet habitality.

Originally, the Paradise Dome gave a Habitability bonus to the planet.
