"Actually, the mod portraits don't show the hats at all (when I select the guards)." - That's correct, except for drone portraits, this mod doesn't currently change guard portraits (maybe next year!).
However, the issue with hats on the guard sprites should be fixed now. Refresh the mod to get the update.

But when I zoom in on the guards, I see that they're actually all wearing the hats, even when I've are deselected the mod before generating the game.
Can you specify which mod portraits are still showing up if the mod is off? For all agents, or just Central/Monst3r/Incognita? I may be able offer a personalised fix.

Btw, how do I turn the mod off without unsubscribing?
Before I generated a new game, I checked it off in the mods list, but the game still generates them.
If yes, than it's some top quality stuff it seems.
