One thing I would love to see the game implement is a better system for Toll-Road management. I hate the idea that I have to create a district in order to set one Toll-Road to e-pass. I would love to set one up as e-pass, and another as cash-only to better simulate real world systems withc often have one lane with e-pass and the rest as cash only so those with bigger pocket books are less inconvienienced by toll-booths. There was no reason to make e-pass a district policy instead of a building specific setting, like the Toll price is.
