Hey JFD I have a really good idea for a Civ but I'm not sure who it would realistically fit. Would you consider working on a one city style Civ like Venice in Civ V? Its special ability could allow it to work 6 tiles out and purchase tiles owned by other civs if they steal the tiles within that distance. Maybe make it so they can't annex cities either.
