I read up a little on the banner on the tank thanks to help from the comments.
To those who wan't to know. The banner on the sides of the tank is the banner of the 1st and 2nd Guard's Tank Army, which was created in 1943 and was disbanded after the Soviet Union disolved.

Maybe it's a russian or bulgarian emblem? [bulgaria is where hl2 takes place[
