@ffschneider14 It uses the autonomy system from Together for Victory. It would be basically pointless to create a whole new system when there's already one right there, let alone the fact that adding DLC features for people who don't own the DLC could (potentially) get the mod struck down.

UK is a democracy though so you would think it gets special democratic ones. Also I played as Austria-Hungary non-aligned and my puppets were still normal.

That is how it was designed I think. US and other democracies get the special puppet levels, UK keeps TFV one for more realistic puppets.

When i lauch it with no other mods nothing changes for my puppets, but for the AI it shows up any one knows whats going on?
