this mod works you have to go on mod section of in game and enable it

Unless I am missing something the MOD does not work. It shows as active, but the builder still only has 3 charges

The mod does not work, I started a new game for Nubia - 3 times the worker made tile improvements, the worker ran out. What am I doing wrong?

Purchased all DLC, including season-pass.

...it works just fine with Vanilla base alone. When you purchase and install a DLC like R&F, Steam clears your cache during the process ...which incidentally removes any induced problems caused by a corrupt cache.
