@HazWin Some faction NPCs may use this weapon. Not all NPCs in the faction use it.
You can make this weapon by purchasing a blueprint.

Does this make it so its a common weapon in the world or does it just give you the ability to craft it?

Mongrel is a problem for many players as it can cause crashes due to the fog. For me it is extremely hard to get there, as it will mostly result in a one-way trip. Walk to Mongrel, then import squad to get the character back.
