This mod however I think will work regardless, as I don't believe there were any changes to how Fey vfx work introduced with the DLC.

Update might be delayed a while. During yesterday's thunderstorms my router got cored by a stray lightning strike, so for a time being I run on mobile data plan. That means I keep my steam offline, so it does not attempt to download the DLC through mobile data.
I will try to update it, with steam in offline mode, though I'm not sure how that will work out.

Alright, good news is - Khalida does not have this problem, and the edit probably won't be very time consuming, depending on whether you want the glowing eyes removed (or rather toned down) for other TK lords (easier variant) or just Khalida. Will probably make the Khalida only version as an alternative file anyway, maybe a bit later on. Worse (not necessarily bad, just not as good) news is, I will probably not have time to look into it earlier than for weekend.
But yeah, it's doable.

Possibly. I was working on the balefire removal from TK in general back when I had a bit more time, but there was one problem I couldn't root out - some of them, like Settra, have blue embers beneath the balefire vfx, or like Khatep some kind of blue fog inside his skull. I will check if any of these is the case with Khalida, and let you know.

Since you know how to remove that sort of visual effect, do you think you could also get rid of Khalidas glowing eyes?
