These Orders were a fairly interesting development in Western Civilization going up against early Poland, Lithuania, Pomerania, and more. Estonia being a colony of Denmark could be an interesting additional Civ. Good Luck and Thanks.
But my own testing, which i did thoroughly, has the Civilization fairly balanced in comparison to Firaxis' own.
The Cittadella doesn't have "every bonus". It actually provides fairly weak yields compared to other unique improvements, especially if you're not by coastline, and it is limited to 1 per city. The Tourism after flight is a function most culture improvements actually have, it's just not listed.
"Super healer unit", have you even used it? It increases the healing of adjacent units, but it has no more combat strength on the attack then a normal Pike and Shot, which means you can't exactly take down whole armies singlehandedly with it.
We're pretty close to finishing, as well.
