The devs changed the weather effects a few updates ago and now being inside isn't enough to protect you from extreme cold or heat. I hope the Thermor block they announced will come soon, it should make living in the desert or at the poles possible again.
Although I still do not understand the physics of the game, in an open space the character suffers from cold, heat or acid rain. Once in the building, it weakens, but the icon does not disappear completely cold or hot, although it is logical to assume that in a building with an operating electric generator the effect should disappear with time completely cold or hot.
If you want to repair the building in your game open any working terminal, rename Switch Board 3 to 'A SB Elevator' and deactivate that switch board.
If you accidentally disconnected the winches, the elevator cage should be on the ground. Breaking a window above the cage gives you access to the elevator shaft. There you can easily reconnect the winches to the cage.
I hope this solves the problem. The easiest way of course is to go to an earlier save and replicate the building anew. Let me know if you finally can enjoy the building...
If that doesn't work let me know because then there is a real problem.
