I wish you could create custom skins for gaurds and stuff. So that they don't look like they will getr infected.

To answer your question, MrScarlet, all inmates have been infected with the same illness. Also, consider that this facility may not be legal in the scenario it's set in? This was an experiment, and wasn't meant to be realistic. Hope that solves an confusion you may have had.

Much less handle their cooking

Not a bad place, though I dont get why quarantined patients are able to potentially infect other patients and guards.
