are you checking the template or on division in the field? for some reason this doesnt show up in templates screen (I guess maybe because this bonus doesnt come FROM the template itself? but is instead added later? dunno)

Not seeing the bonuses added when I check the "base eq. capture rate" in the division screen.

updated, might require restarting the game a few times (updating mods to new launcher is a pain in the...)

also, if you like this mod, I suggest trying out my new mod, "General Stats Expanded":

it adds more modifiers to general skill levels, one of which is adding equipment capture ratio to logistics skill
