No, this is not intended to fix the maps. This is simply a prop pack.

cause for me even with every content pack and a game restart the waterplant map is still broken.

thats good, the first addon includes all the models, while the rest are the textures. I dont believe that I missed any materials over the 6 addons but feel free to post the model paths here after you have confirmed all 6 are installed.

Ok, it's mostly working now. Still have some errors, but it's only, like, two models, and some of them are untextured, but it doesn't matter, because I now have a bunch of cool stuff :3

@Fay almost everything is errors, all but one of the non-error props are invisible and the remaining prop (the stepladder) is untextured and won't spawn.

Doesn't work, even with everything installed. Tried reinstalling and restarting. Any suggestions?

yes, but it is nowhere near the actual amount of models/materials/sounds that INFRA has. So even though some models wont be errors anymore many will still be. The game is great so I advise buying it anyways, especially if the map requires it.
