I forgot to mention that you cant control what state it picks to core, it seems to start with the core that is furthest from your capitol

Ok this mod is working even though its not listed from the mod button. To activate the mod click the mod button on the start window, then click mange mods and turn it on there you should have 2 new decisions on the decisions window. I still needs to be updated so it shows properly but it is working and you do get the resources and man power

seems like it needs another update fro 1.9 to 1.10
