They do not spawn, rather, you craft them by getting the respective outer and inner layers and layering them together via the crafting system. (e.g. finding a Farmer Top and a Black Shirt and combining them) Note: every item in this mod is designed to be craftable in normal survival, there shouldn't be any unobtainable stuff you need to spawn in
