It IS from TS : Future Perfect
Make sure you have it enabled first by going to Options > Keyboard/Mouse > Allow Developer Console. From there, I think the default toggle key is ` but if that doesn't work, you'll have to open steam, right click L4D2 and set the launch options to "-console"
When you start the game, the console should be open, and now you just have to bind it to a key by typing in something like: bind "f11" "toggleconsole"

Ahaha, I would love to do that! I need to find another way to extract the sounds from the game though, because my computer has major difficulty in letting me do that. uvu

Man, a few weeks ago I had the same thoughts! Except I was thinking of GoldenEye for some reason. I'm kinda surprised a paintball mod isn't already a thing. Sadly, I don't know how to edit textures or anything so I probably won't be the one to pull that off.
