Unless Firaxis somehow decides to increase it with a patch (and which I think hell is more likely to freeze over well before they ever do that) then there is ZERO that the authors of this mod can do to prevent it, as it is a hardcoded limitation that can't be fixed by modders as they still haven't been granted access by Firaxis to the game's core coding, despite the fact that Civ VI is now over 6 years since launch.
