Thank you for the reply. After having this issue for all map mods, I did some research and found how long ago everything went down. It doesn't feel like it was that long ago that this game was going strong. Anyway, thank you for the response, as after seing how long it was, I didn't think anyone was around to respond.
As for where to upload the scenario, you could try here:

It seems to be really the only modding community left for this game. I did find the other scenario I was wanting over there, but with this having 3, I would really like to play it!

Found the two locations

In the mean time, if you really want to try to get this to work: dig around your computer for CIM2 folders, try locating all 3 files (map, scenario, ruleset) for City Planner and move them to an alternative location (there were 3 locations for CIM2 if I remember correctly - two are under Steam, one might be under C:/User files - and this is why missions never worked, workshop downloads them to the wrong location, which means moving (and maybe you might need to rename them as well) will probably fix the problem).
Let me know how it goes. If I find some time I'll dig around myself and/or try to upload my scenarios for you.

I think scenarios from workshop never really worked, which is a shame. Also, you're kind of late: CiMX is no longer operational, hasn't been for a long time. There are some downloads in our official CiMX steam group, join and check the discussions, but my files are no longer supported (because I let the cimexchange domain go). I will need to find a solution where/how to host all my scenarios.

So, I found out that the Steam Workshop is no longer compatible with map mods, and the "CiMX" was a mods exchange website that no longer exists. There is another website, https://www.citiesskylines.de/
Many modders have uploaded their content to it. Can you do the same for these scenarios? I would really like to use them.

Also, I do have the maps and ruleset mods.
I looked at the colection where it says that if there are issues, to download them from "CiMX" and follow the intstruction in the links. Well, CiMX is a Canadian FM radio station based out of a city called "Windsor" and the links lead be to spam advertisements sites.

Il faut effectivement installer manuellement les fichiers récupérés sur cimexchange. Je les ai mis dans l'arborescence où se trouvent mes sauvegardes et j'ai pu jouer les 3 scénarios sans problème. Excellent jeu de cartes, chacune avec ses particularités qui sont bien exploitées par les scénarios. Un seul regret le ruleset facilite un peu trop les choses : toutes les lignes mènent à El Dorado^^ D'un autre côté les objectifs de croissance de ville seraient peut-être un peu longs avec un autre équilibrage.

We do need to manually install the recovered files cimexchange. I put them in the tree where my backups and I could play the 3 scenarios easily. Excellent set of maps, each with its peculiarities which are operated by the scenarios. One regret ruleset makes things a bit: all lines lead to El Dorado ^^ On the other hand the growth objectives of town might be a little long with another balancing.
