I can't seem to make it fail. It's always working for me. I wonder if it's another mod conflicting.

Does that apply to the spear too, which is also a finesse melee weapon?
Is it doing zero damage, or just way less damage?
If you switch to a different weapon on a finesse build then it will do much less damage. You'll still have to build your character stats around specific weapons from the start.
I looked over the stats a few times. I only see a damage multiplier with nothing relying on the finesse stat. So it should be fine.
One note to make: you may want to restrict the weapons to requiring a melee weapon. Right now, bows, crossbows and wands can also use scoundrel melee skills like sawtooth and backlash.
