Did you check that you have all the DLCs required to make it work properly?
Look under province (Quận) Cửu Chân you'll see 7 main cities (Vo Thiet,Vo Bien,Tu Pho,Cu Phong,Du Phat,Do Lung,Ham Hoang)
look under province (Quận) Nhật Nam you'll see 5 cities (Tay Quyen,Chu Ngo,Lo Dung,Ty Anh,Tuong Lam)
Province Hợp Phố have 4 cities Tu Van,Cao Luong,Lam Nguyen,Chu Nhai

It is just about the language.
It would be better if you change the
"Chien Tranh Voi" to "Voi Chien" (meaning War Elephant)
"Hai Ba Trung den" to 'Den Hai Ba Trung" (Meaining Hai Ba Trung temple)
The reason is in Vietnamese, the adjactive stand after the noun (not before like in English)
